The Story

It was introduced on January 9, 1997 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on January 23, 1997. The committee voted unanimously, 5–0, to recommend that the Senate send it back to committee. On February 6, 1997 the Senate voted to send it back to committee on a voice vote. The committee held a public hearing on October 14, 1997. The committee voted 6–1 to recommend that the Senate pass it with changes. On February 12, 1998 the Senate voted to pass it with changes on a voice vote. It crossed to the House on February 18, 1998 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on March 3, 1998. The committee held a work session on March 25, 1998. The majority of the committee recommended that the House pass it unanimously, 14–0, and the report was placed on the consent calendar. On April 23, 1998 the House voted to pass it. The bill was enrolled on May 7, 1998 — the final check of the text before it goes to the governor. The governor signed it on May 19, 1998, making it Chapter 89 of the session laws. It took effect on July 18, 1998.
