The Story

It was introduced on January 29, 1998 and referred to the Senate Internal Affairs committee. The committee held a public hearing on February 12, 1998. The committee voted unanimously, 5–0, to recommend that the Senate pass it. On February 19, 1998 the Senate voted to pass it on a voice vote. It crossed to the House on March 5, 1998 and was referred to the House Finance committee. The committee held a public hearing on March 24, 1998. The committee held a work session on March 31, 1998. On April 9, 1998 the House adopted “Suspend Rules change rept date to 05/14/1998”, on a motion by Rep. Wheeler & Burling. The committee held a work session on May 5, 1998. The majority of the committee recommended that the House pass it unanimously, 24–0. On May 14, 1998 the House adopted “Special Order to 1st item” on a voice vote. On May 14, 1998 the House voted to pass it with changes. On June 4, 1998 the Senate voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 18, 1998 — the final check of the text before it goes to the governor. The governor signed it on June 26, 1998, making it Chapter 291 of the session laws. It took effect on August 25, 1998.
