The Story

It was introduced on January 29, 1998 and referred to the Senate Insurance committee. The committee held a public hearing on March 4, 1998. The committee met in executive session on March 18, 1998 to vote on its recommendation. The committee voted 5–3 to recommend that the Senate pass it. On March 26, 1998 the Senate adopted “Recommit” on a voice vote. The committee voted 5–3 to recommend that the Senate pass it. On April 2, 1998 the Senate adopted “Third Reading” on a roll call 14–9. It crossed to the House and was referred to the House Commerce committee. On April 9, 1998 the House adopted “Suspend Rules change rept date to 05/14/1998”, on a motion by Rep. Wheeler & Burling. The committee held a public hearing on April 21, 1998. The committee held work sessions on May 5, 1998 and May 12, 1998. The majority of the committee recommended that the House pass it with changes unanimously, 11–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 20, 1998. On May 20, 1998 the House voted to pass it with changes on a voice vote. On June 10, 1998 the Senate voted to reject the other chamber's changes on a voice vote. On June 10, 1998 the House adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 16, 1998 to try to settle the differences between the two chambers' versions of the bill. On June 18, 1998 the House adopted “Conference Committee Report” on a voice vote. On June 18, 1998 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 18, 1998 — the final check of the text before it goes to the governor. The governor signed it on June 25, 1998, making it Chapter 259 of the session laws. It took effect on July 25, 1998.
