The Story
It was introduced on January 7, 1998 and referred to the Senate Insurance committee. The committee held a public hearing on January 28, 1998. The committee met in executive session on March 18, 1998 to vote on its recommendation. The committee voted unanimously, 8–0, to recommend that the Senate pass it with changes. On March 26, 1998 the Senate voted to pass it with changes on a voice vote. It crossed to the House and was referred to the House Commerce committee. The committee held a public hearing on April 7, 1998. On April 9, 1998 the House adopted “Suspend Rules change rept date to 05/14/1998”, on a motion by Rep. Wheeler & Burling. The committee held work sessions on April 21, 1998, May 5, 1998 and May 12, 1998. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 7–4. On May 20, 1998 the House adopted “Suspend Rules for deadline, to 05/28/1998”, on a motion by Rep. Wheeler & Burling. On May 20, 1998 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee held a work session on May 26, 1998. The majority of the committee recommended that the House pass it unanimously, 19–0, and the report was placed on the consent calendar. On June 4, 1998 the House voted to pass it. On June 10, 1998 the Senate voted to reject the other chamber's changes on a voice vote. On June 10, 1998 the House adopted “Accede to Request for Committee of Conference”. A committee of conference met on June 15, 1998 to try to settle the differences between the two chambers' versions of the bill. On June 18, 1998 the House adopted “Conference Committee Report”. On June 18, 1998 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 18, 1998 — the final check of the text before it goes to the governor. The governor signed it on June 26, 1998, making it Chapter 385 of the session laws. It took effect on June 26, 1998.
