The Story

It was introduced on January 7, 1998 and referred to the Senate Judiciary committee. The committee held a public hearing on January 28, 1998. The committee met in executive session on March 18, 1998 to vote on its recommendation. The committee voted unanimously, 6–0, to recommend that the Senate pass it with changes. On March 26, 1998 the Senate voted to pass it with changes on a voice vote. It crossed to the House and was referred to the House Judiciary and Family Law committee. The committee held a public hearing on April 7, 1998. On April 9, 1998 the House adopted “Suspend Rules change rept date to 05/14/1998”, on a motion by Rep. Wheeler & Burling. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 12–3. On May 7, 1998 the House voted to pass it with changes on a roll call 165–149. On May 21, 1998 the Senate voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 4, 1998 — the final check of the text before it goes to the governor. The governor signed it on June 15, 1998, making it Chapter 187 of the session laws. It took effect on January 1, 1999.
