The Story
It was introduced on January 7, 1998 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on February 5, 1998. On March 12, 1998 the Senate adopted “Recommit” on a voice vote. The majority recommended that the Senate pass it with changes, and the minority recommended that the Senate pass it, by a vote of 6–2. On April 2, 1998 the Senate voted to pass it with changes on a voice vote. It crossed to the House and was referred to the House Commerce committee. On April 9, 1998 the House adopted “Suspend Rules change rept date to 05/14/1998”, on a motion by Rep. Wheeler & Burling. The committee held a public hearing on April 15, 1998. The committee held work sessions on April 28, 1998, May 6, 1998 and May 12, 1998. The majority of the committee recommended that the House pass it with changes unanimously, 11–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 20, 1998. On May 20, 1998 the House voted to pass it with changes on a voice vote. On June 4, 1998 the Senate voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 18, 1998 — the final check of the text before it goes to the governor. The governor signed it on June 26, 1998, making it Chapter 377 of the session laws. It took effect on August 25, 1998.
