It was introduced on January 7, 1998 and referred to the Senate Judiciary committee. The committee held public hearings on January 14, 1998 and February 11, 1998. It crossed to the House on March 5, 1998 and was referred to the House Judiciary and Family Law committee. The committee held a public hearing on March 18, 1998. The majority of the committee recommended that the House pass it with changes unanimously, 17–0, and the report was placed on the consent calendar. On April 9, 1998 the House voted to pass it with changes. On May 14, 1998 the Senate voted to agree to the other chamber's changes on a voice vote.
