On March 26, 1998 the Senate voted to pass it on a voice vote. It crossed to the House and was referred to the House Local and Regulated Revenues committee. The committee held a public hearing on April 7, 1998. The majority of the committee recommended that the House pass it by a vote of 15–1, and the report was placed on the consent calendar. On April 23, 1998 the House voted to pass it. The bill was enrolled on May 7, 1998 — the final check of the text before it goes to the governor.
