It crossed to the House on February 19, 1997 and was referred to the House Judiciary and Family Law committee. The committee held a public hearing on April 3, 1997. The majority of the committee recommended that the House send it back to committee unanimously, 12–0, and the report was placed on the consent calendar. The majority of the committee recommended that the House pass it with changes by a vote of 12–2, and the report was placed on the consent calendar. On January 7, 1998 the House voted to pass it with changes as part of its consent calendar, which it adopted on a roll call 248–8.
