The Story
On January 29, 1997 the House adopted “Suspend Rules for intro on legis signed off after 01/17/1997”, on a motion by Rep. Wheeler & Burling. It was introduced on February 12, 1997 and referred to the House Commerce committee. The committee held a public hearing on March 6, 1997. The majority of the committee recommended that the House send it back to committee by a vote of 15–1, and the report was placed on the consent calendar. On March 18, 1997 the bill was referred to the Commerce committee. The committee held work sessions on September 10, 1997, September 17, 1997, October 1, 1997 and October 15, 1997. The majority of the committee recommended that the House pass it with changes by a vote of 13–1, and the report was placed on the consent calendar. On January 7, 1998 the House voted to pass it with changes as part of its consent calendar, which it adopted on a roll call 248–8. It crossed to the Senate on January 29, 1998 and was referred to the Senate Public Affairs committee. The committee held public hearings on March 11, 1998 and April 15, 1998. The committee voted unanimously, 6–0, to recommend that the Senate pass it with changes. On May 28, 1998 the Senate voted to pass it with changes on a voice vote. On June 10, 1998 the House voted to reject the other chamber's changes on a voice vote. On June 10, 1998 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 15, 1998 to try to settle the differences between the two chambers' versions of the bill. On June 18, 1998 the Senate adopted “Conference Committee Report” on a voice vote. On June 18, 1998 the House adopted “Conference Committee Report”. The bill was enrolled on June 18, 1998 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2287) was adopted to correct technical errors found after passage. The governor signed it on June 26, 1998, making it Chapter 305 of the session laws. It took effect on January 1, 1999.
