The Story
On January 29, 1997 the House adopted “Suspend Rules for intro on legis signed off after 01/17/1997”, on a motion by Rep. Wheeler & Burling. It was introduced on January 29, 1997 and referred to the House Judiciary and Family Law committee. The committee held a public hearing on March 10, 1997. The majority of the committee recommended that the House send it back to committee by a vote of 11–4, and the report was placed on the consent calendar. On March 18, 1997 the bill was referred to the Judiciary and Family Law committee. The committee held work sessions on May 13, 1997, May 21, 1997, June 11, 1997, June 18, 1997, September 10, 1997, September 17, 1997 and October 1, 1997. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 8–7. On January 7, 1998 the House voted to pass it with changes on a voice vote. It crossed to the Senate on January 29, 1998 and was referred to the Senate Wildlife and Recreation committee. The committee held a public hearing on March 19, 1998. The committee voted unanimously, 6–0, to recommend that the Senate pass it. On March 26, 1998 the Senate voted to pass it on a voice vote. The bill was enrolled on April 9, 1998 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1308) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on April 21, 1998, making it Chapter 24 of the session laws. It took effect on January 1, 1999.
