The Story

It was introduced on January 29, 1997 and referred to the House Wildlife and Marine Resources committee. The committee held public hearings on February 25, 1997 and March 4, 1997. The majority of the committee recommended that the House send it back to committee unanimously, 12–0, and the report was placed on the consent calendar. On March 12, 1997 the bill was referred to the Wildlife and Marine Resources committee. The committee held work sessions on April 23, 1997, May 12, 1997, May 27, 1997, September 3, 1997, September 25, 1997, October 1, 1997, October 8, 1997 and October 28, 1997. The majority of the committee recommended that the House pass it with changes unanimously, 13–0. On January 7, 1998 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee held a public hearing on January 13, 1998. The majority of the committee recommended that the House pass it with changes unanimously, 19–0, and the report was placed on the consent calendar. On February 12, 1998 the House voted to pass it with changes. It crossed to the Senate on February 12, 1998 and was referred to the Senate Wildlife and Recreation committee. The committee held a public hearing on April 23, 1998. The committee voted 6–1 to recommend that the Senate pass it. On June 4, 1998 the Senate voted to pass it on a voice vote. The bill was enrolled on June 18, 1998 — the final check of the text before it goes to the governor. The governor signed it on June 25, 1998, making it Chapter 241 of the session laws. It took effect on January 1, 1999.
