The Story
It was introduced on January 29, 1997 and referred to the House Science, Technology and Energy committee. The House withdrew that referral and sent the bill to the Local and Regulated Revenues committee instead. The committee held a public hearing on February 20, 1997. The majority of the committee recommended that the House send it back to committee unanimously, 14–0, and the report was placed on the consent calendar. On March 12, 1997 the bill was referred to the Local and Regulated Revenues committee. The committee held public hearings on September 17, 1997 and October 7, 1997. The majority of the committee recommended that the House pass it with changes unanimously, 13–0. On January 7, 1998 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee held public hearings on January 12, 1998 and January 14, 1998. The majority of the committee recommended that the House pass it unanimously, 19–0. On February 12, 1998 the House voted to pass it on a voice vote. It crossed to the Senate on February 12, 1998 and was referred to the Senate Ways and Means committee. The committee held a public hearing on March 31, 1998. The committee voted 4–2 to recommend that the Senate pass it with changes. On April 9, 1998 the Senate voted to pass it with changes on a voice vote. On May 20, 1998 the House voted to reject the other chamber's changes on a voice vote. On June 10, 1998 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 16, 1998 to try to settle the differences between the two chambers' versions of the bill. On June 18, 1998 the Senate adopted “Conference Committee Report” on a voice vote. On June 18, 1998 the House adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 18, 1998 — the final check of the text before it goes to the governor. The governor signed it on June 26, 1998, making it Chapter 304 of the session laws. It took effect on April 1, 1998.
