The Story
On January 29, 1997 the House adopted “Suspend Rules for intro on legis signed off after 01/17/1997”, on a motion by Rep. Wheeler & Burling. It was introduced on January 29, 1997 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held public hearings on February 12, 1997 and February 18, 1997. The majority of the committee recommended that the House send it back to committee unanimously, 18–0. On March 12, 1997 the bill was referred to the Health, Human Services and Elderly Affairs committee. The committee held work sessions on August 27, 1997, September 24, 1997 and October 15, 1997. The majority of the committee recommended that the House pass it with changes by a vote of 13–5. On January 7, 1998 the House voted to pass it with changes on a voice vote. It crossed to the Senate on January 29, 1998 and was referred to the Senate Public Affairs committee. The committee held a public hearing on March 11, 1998. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes. On April 9, 1998 the Senate voted to pass it with changes on a voice vote. On May 7, 1998 the House voted to agree to the other chamber's changes on a voice vote. An enrolled bill amendment () was adopted on May 20, 1998. These correct technical errors found after passage. The bill was enrolled on May 28, 1998 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1788) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on June 8, 1998, making it Chapter 138 of the session laws. It took effect on August 7, 1998.
