The Story

It was introduced on January 29, 1997 and referred to the House Municipal and County Government committee. The committee held a public hearing on February 28, 1997. The majority of the committee recommended that the House send it back to committee unanimously, 14–0, and the report was placed on the consent calendar. On March 12, 1997 the bill was referred to the Municipal and County Government committee. The committee held work sessions on April 3, 1997, April 28, 1997, May 7, 1997, July 22, 1997, September 16, 1997 and October 1, 1997. The majority of the committee recommended that the House pass it with changes by a vote of 17–2, and the report was placed on the consent calendar. The bill was taken off the consent calendar on January 7, 1998. On January 15, 1998 the House voted to pass it with changes on a voice vote. It crossed to the Senate on January 29, 1998 and was referred to the Senate Ways and Means committee. The committee held a public hearing on March 3, 1998. The committee voted unanimously, 6–0, to recommend that the Senate pass it with changes. On April 30, 1998 the Senate adopted “Recommit” on a voice vote. The committee voted unanimously, 6–0, to recommend that the Senate pass it with changes. On May 28, 1998 the Senate voted to pass it with changes on a voice vote. On June 10, 1998 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 18, 1998 — the final check of the text before it goes to the governor. The governor signed it on June 25, 1998, making it Chapter 238 of the session laws. It took effect on June 25, 1998.
