The Story

On January 29, 1997 the House adopted “Suspend Rules for intro on legis signed off after 01/17/1997”, on a motion by Rep. Wheeler & Burling. It was introduced on January 29, 1997 and referred to the House Science, Technology and Energy committee. The committee held a public hearing on February 18, 1997. The committee held work sessions on February 20, 1997, February 25, 1997, February 27, 1997, March 3, 1997, March 4, 1997 and March 6, 1997. The majority of the committee recommended that the House send it back to committee unanimously, 18–0, and the report was placed on the consent calendar. On March 18, 1997 the bill was referred to the Science, Technology and Energy committee. The committee held work sessions on April 29, 1997, May 7, 1997, May 14, 1997, September 10, 1997, September 17, 1997, September 23, 1997, October 7, 1997, October 15, 1997, October 16, 1997, October 22, 1997 and October 28, 1997. The committee held a public hearing on October 28, 1997. The committee held a work session on October 29, 1997. The majority of the committee recommended that the House pass it with changes by a vote of 16–1. On January 7, 1998 the House voted to pass it with changes on a roll call 279–52, then referred it on to the House Finance committee. The committee held public hearings on January 12, 1998 and January 13, 1998. The majority of the committee recommended that the House pass it with changes by a vote of 18–2. On February 12, 1998 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 12, 1998 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on April 6, 1998. The committee voted 6–2 to recommend that the Senate kill it. On June 4, 1998 the Senate voted to pass it on a roll call 18–6, on a motion by Sen. F King. On June 4, 1998 the Senate voted to pass it with changes on a voice vote. On June 10, 1998 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 18, 1998 — the final check of the text before it goes to the governor. The governor signed it on June 26, 1998, making it Chapter 263 of the session laws. It took effect on August 25, 1998.
