The majority of the committee recommended that the House pass it with changes by a vote of 17–1, and the report was placed on the consent calendar. On March 12, 1997 the House voted to pass it with changes. It crossed to the Senate on March 13, 1997 and was referred to the Senate Transportation committee. The committee held a public hearing on April 29, 1997. The committee voted 4–2 to recommend that the Senate pass it with changes. On May 28, 1997 the bill was referred to the Transportation committee. The committee voted 4–3 to recommend that the Senate pass it.
