The majority of the committee recommended that the House pass it with changes by a vote of 14–1, and the report was placed on the consent calendar. On January 7, 1998 the House voted to pass it with changes as part of its consent calendar, which it adopted on a roll call 248–8, then referred it on to the House Finance committee. The committee held a public hearing on January 12, 1998. The majority of the committee recommended that the House pass it with changes unanimously, 19–0, and the report was placed on the consent calendar. On January 29, 1998 the House voted to pass it with changes. It crossed to the Senate on January 29, 1998 and was referred to the Senate Insurance committee. The committee held a public hearing on March 25, 1998. The majority recommended that the Senate pass it, and the minority recommended that the Senate pass it with changes, by a vote of 5–2. On April 9, 1998 the Senate voted to pass it on a voice vote. The bill was enrolled on May 7, 1998 — the final check of the text before it goes to the governor. The governor signed it on May 15, 1998, making it Chapter 71 of the session laws. It took effect on July 14, 1998.
