The Story
It was introduced on January 9, 1997 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on February 27, 1997. The majority of the committee recommended that the House send it back to committee unanimously, 17–0, and the report was placed on the consent calendar. On March 18, 1997 the bill was referred to the Criminal Justice and Public Safety committee. The committee held work sessions on July 22, 1997, September 16, 1997 and September 23, 1997. The majority of the committee recommended that the House pass it with changes unanimously, 13–0, and the report was placed on the consent calendar. On January 7, 1998 the House voted to pass it with changes as part of its consent calendar, which it adopted on a roll call 248–8. It crossed to the Senate on January 29, 1998 and was referred to the Senate Judiciary committee. The committee held a public hearing on March 18, 1998. The committee voted 4–2 to recommend that the Senate pass it with changes. On May 14, 1998 the Senate voted to pass it with changes, then referred it on to the Senate Finance committee. The committee voted unanimously, 6–0, to recommend that the Senate pass it. On June 10, 1998 the Senate voted to pass it on a voice vote. On June 10, 1998 the House voted to reject the other chamber's changes on a voice vote. On June 10, 1998 the Senate adopted “Accede to Request for Committee of Conference”. A committee of conference met on June 15, 1998 to try to settle the differences between the two chambers' versions of the bill. On June 18, 1998 the Senate adopted “Conference Committee Report” on a voice vote. On June 18, 1998 the House adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 18, 1998 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2278) was adopted to correct technical errors found after passage. The governor signed it on June 26, 1998, making it Chapter 301 of the session laws. It took effect on August 25, 1998.
