The Story
It was introduced on January 9, 1997 and referred to the House Resources, Recreation and Development committee. The committee held public hearings on February 19, 1997 and February 26, 1997. The committee held a work session on March 6, 1997. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 15–1. On March 18, 1997 the House adopted “Special Order to 03/19/1997”. On March 19, 1997 the House voted to pass it with changes on a roll call 233–109. It crossed to the Senate on March 27, 1997 and was referred to the Senate Environment committee. The committee voted unanimously, 4–0, to recommend that the Senate kill it. On May 22, 1997 the bill was referred to the Environment committee. The committee voted unanimously, 6–0, to recommend that the Senate pass it with changes. On January 29, 1998 the Senate voted to pass it with changes on a roll call 16–8. On March 19, 1998 the House voted to agree to the other chamber's changes on a voice vote. On March 25, 1998 the House failed “Reconsider” on a roll call 107–215, on a motion by Rep. Jacobson. The bill was enrolled on April 9, 1998 — the final check of the text before it goes to the governor. The governor signed it on April 21, 1998, making it Chapter 23 of the session laws. It took effect on January 1, 1999.
