The Story

It was introduced on January 9, 1997 and referred to the House Municipal and County Government committee. The committee held a public hearing on February 25, 1997. The majority of the committee recommended that the House send it back to committee unanimously, 13–0, and the report was placed on the consent calendar. On March 5, 1997 the bill was referred to the Municipal and County Government committee. The committee held work sessions on July 8, 1997, July 22, 1997 and August 19, 1997. The majority of the committee recommended that the House pass it with changes unanimously, 17–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on January 7, 1998. On January 15, 1998 the House adopted “Recommit” on a voice vote. The majority of the committee recommended that the House pass it with changes unanimously, 12–0, and the report was placed on the consent calendar. On January 29, 1998 the House voted to pass it with changes. It crossed to the Senate on January 29, 1998 and was referred to the Senate Public Affairs committee. The committee held a public hearing on March 4, 1998. The committee voted unanimously, 6–0, to recommend that the Senate pass it with changes. On April 23, 1998 the Senate voted to pass it with changes on a voice vote. On May 7, 1998 the House voted to reject the other chamber's changes on a voice vote. On May 21, 1998 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 9, 1998 to try to settle the differences between the two chambers' versions of the bill. On June 18, 1998 the Senate adopted “Conference Committee Report” on a voice vote. On June 18, 1998 the House adopted “Conference Committee Report”. The bill was enrolled on June 18, 1998 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2276) was adopted to correct technical errors found after passage. The governor signed it on June 26, 1998, making it Chapter 299 of the session laws. It took effect on June 1, 1999.
