On March 18, 1997 the bill was referred to the Criminal Justice and Public Safety committee. The committee held work sessions on April 30, 1997, May 14, 1997, June 19, 1997, July 2, 1997, July 9, 1997, August 12, 1997, August 20, 1997, September 3, 1997 and October 8, 1997. The committee held a public hearing on October 29, 1997. The majority of the committee recommended that the House pass it with changes unanimously, 18–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on January 7, 1998. On January 7, 1998 the House voted to pass it with changes on a roll call 298–19, then referred it on to the House Finance committee. The committee held a public hearing on January 13, 1998. The majority of the committee recommended that the House pass it with changes by a vote of 13–3. On June 10, 1998 the Senate voted to pass it with changes on a voice vote. On June 10, 1998 the House voted to reject the other chamber's changes. On June 10, 1998 the Senate adopted “Accede to Request for Committee of Conference”. A committee of conference met on June 16, 1998 to try to settle the differences between the two chambers' versions of the bill. On June 18, 1998 the Senate adopted “Conference Committee Report” on a voice vote. On June 18, 1998 the House adopted “Conference Committee Report”. The bill was enrolled on June 18, 1998 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2288) was adopted to correct technical errors found after passage. The governor signed it on June 26, 1998, making it Chapter 297 of the session laws. It took effect on January 1, 1999.
