The Story
It was introduced on January 7, 1998 and referred to the House Local and Regulated Revenues committee. The committee held a public hearing on January 20, 1998. The majority of the committee recommended that the House pass it unanimously, 20–0, and the report was placed on the consent calendar. On February 18, 1998 the House voted to pass it, then referred it on to the House Finance committee. The committee held a work session on March 4, 1998. The majority of the committee recommended that the House pass it by a vote of 18–2, and the report was placed on the consent calendar. On March 25, 1998 the House voted to pass it. It crossed to the Senate on April 9, 1998 and was referred to the Senate Ways and Means committee. The committee held a public hearing on April 28, 1998. The committee voted unanimously, 6–0, to recommend that the Senate pass it with changes. On June 10, 1998 the Senate voted to pass it with changes on a voice vote. On June 10, 1998 the House voted to reject the other chamber's changes. On June 10, 1998 the Senate adopted “Accede to Request for Committee of Conference”. A committee of conference met on June 16, 1998 to try to settle the differences between the two chambers' versions of the bill. On June 18, 1998 the Senate adopted “Conference Committee Report” on a voice vote. On June 18, 1998 the House adopted “Conference Committee Report”. The bill was enrolled on June 18, 1998 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2294) was adopted to correct technical errors found after passage. The governor signed it on June 25, 1998, making it Chapter 251 of the session laws. It took effect on August 24, 1998.
