The Story
It was introduced on January 7, 1998 and referred to the House Commerce committee. The committee held a public hearing on January 13, 1998. The committee held work sessions on January 27, 1998 and February 3, 1998. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 9–8. On February 12, 1998 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 12, 1998 and was referred to the Senate Insurance committee. The committee held a public hearing on March 18, 1998. The committee voted 6–2 to recommend that the Senate kill it. On May 28, 1998 the Senate voted to lay it on the table on a voice vote. On June 10, 1998 the Senate voted to pass it, then referred it on to the Senate Finance committee. On June 10, 1998 the Senate adopted “Suspend Rules for fin repts”, on a motion by Sen. Blaisdell. On June 10, 1998 the Senate voted to pass it with changes on a voice vote. On June 10, 1998 the House voted to reject the other chamber's changes. On June 10, 1998 the Senate adopted “Accede to Request for Committee of Conference”. A committee of conference met on June 16, 1998 to try to settle the differences between the two chambers' versions of the bill. On September 24, 1998 the House voted to kill it and bar the subject for the rest of the term on a voice vote.
