The Story
It was introduced on January 7, 1998 and referred to the House Resources, Recreation and Development committee. The committee held a public hearing on January 20, 1998. The committee held work sessions on January 27, 1998, February 10, 1998 and February 11, 1998. The majority of the committee recommended that the House pass it with changes unanimously, 19–0, and the report was placed on the consent calendar. On February 18, 1998 the House voted to pass it with changes. It crossed to the Senate on February 19, 1998 and was referred to the Senate Environment committee. The committee held a public hearing on April 15, 1998. The committee voted 4–3 to recommend that the Senate pass it with changes. On May 14, 1998 the Senate voted to pass it with changes, then referred it on to the Senate Finance committee. The committee voted unanimously, 6–0, to recommend that the Senate pass it. On June 10, 1998 the Senate voted to pass it on a voice vote. On June 10, 1998 the House voted to reject the other chamber's changes on a voice vote. On June 10, 1998 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 16, 1998 to try to settle the differences between the two chambers' versions of the bill. On June 18, 1998 the House adopted “Accede to Request for Committee of Conference” on a voice vote. On June 18, 1998 the House adopted “Suspend Rules for conf comm rept”, on a motion by Rep. Wheeler & A Merrill. The bill was enrolled on June 18, 1998 — the final check of the text before it goes to the governor. The governor signed it on June 26, 1998, making it Chapter 357 of the session laws. It took effect on July 1, 1998.
