The Story
It was introduced on January 7, 1998 and referred to the House Election Law committee. The committee held a public hearing on January 20, 1998. The committee held a work session on February 5, 1998. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 11–5. On February 18, 1998 the House voted to lay it on the table on a voice vote. On March 25, 1998 the House adopted “Suspend Rules for deadline to 04/09/1998”, on a motion by Rep. Wheeler & Burling. On April 9, 1998 the House voted to lay it on the table on a voice vote. On April 9, 1998 the House adopted “Suspend Rules change rept date to 05/14/1998”, on a motion by Rep. Wheeler & Burling. On April 23, 1998 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 23, 1998 and was referred to the Senate Public Affairs committee. The committee held a public hearing on May 20, 1998. The committee voted unanimously, 6–0, to recommend that the Senate pass it with changes. On June 10, 1998 the Senate voted to pass it with changes on a voice vote. On June 10, 1998 the House voted to reject the other chamber's changes. On June 10, 1998 the Senate adopted “Accede to Request for Committee of Conference”. A committee of conference met on June 16, 1998 to try to settle the differences between the two chambers' versions of the bill. On June 18, 1998 the Senate adopted “Conference Committee Report” on a voice vote. On June 18, 1998 the House rejected a motion to lay it on the table on a roll call 135–146, on a motion by Rep. Dickinson. On June 18, 1998 the House voted to adopt it on a roll call 145–133. On June 18, 1998 the House failed “Reconsider” on a voice vote, on a motion by Rep. Lozeau. The bill was enrolled on June 18, 1998 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2284) was adopted to correct technical errors found after passage. The governor signed it on June 26, 1998, making it Chapter 356 of the session laws. It took effect on June 26, 1998.
