It crossed to the Senate on February 19, 1998 and was referred to the Senate Banks committee. The committee held a public hearing on March 31, 1998. The committee voted unanimously, 5–0, to recommend that the Senate pass it. On April 9, 1998 the Senate voted to pass it on a voice vote.
