The Story
It was introduced on January 7, 1998 and referred to the House Finance committee. The committee held a public hearing on January 26, 1998. The majority of the committee recommended that the House study it after the session ends by a vote of 12–5. On March 5, 1998 the House adopted “Special Order to 03/12/1998” on a voice vote. On March 12, 1998 the House voted to pass it with changes on a voice vote. On March 12, 1998 the House failed “Reconsider” on a voice vote, on a motion by Rep. Avery. It crossed to the Senate on April 23, 1998 and was referred to the Senate Economic Development committee. The committee held a public hearing on May 13, 1998. The committee voted 5–1 to recommend that the Senate pass it. On June 4, 1998 the Senate voted to pass it, then referred it on to the Senate Finance committee. The committee voted unanimously, 6–0, to recommend that the Senate pass it. On June 10, 1998 the Senate voted to pass it on a voice vote. The bill was enrolled on June 18, 1998 — the final check of the text before it goes to the governor. The governor signed it on June 26, 1998, making it Chapter 338 of the session laws. It took effect on July 1, 1999.
