HB 1384-FN-A (1998)

making an appropriation to the department of cultural affairs for the purpose of funding participation of the state in the Smithsonian Festival of American Folklife.

  • Status: Vetoed, override failed
  • Term: 1997-1998
  • House committee: Finance
  • Senate committee: Finance
  • Subject: Miscellaneous

The Story

It was introduced on January 7, 1998 and referred to the House Finance committee. The committee held a public hearing on January 28, 1998. The majority of the committee recommended that the House pass it with changes by a vote of 21–1, and the report was placed on the consent calendar. On March 5, 1998 the House voted to pass it with changes. It crossed to the Senate on March 19, 1998 and was referred to the Senate Finance committee. The committee held a public hearing on April 16, 1998. The committee voted unanimously, 6–0, to recommend that the Senate pass it with changes. On May 7, 1998 the Senate voted to pass it with changes on a voice vote. On May 28, 1998 the House voted to reject the other chamber's changes on a voice vote. On June 4, 1998 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 16, 1998 to try to settle the differences between the two chambers' versions of the bill. On June 18, 1998 the Senate adopted “Conference Committee Report” on a voice vote. On June 18, 1998 the House adopted “Conference Committee Report”. The bill was enrolled on June 18, 1998 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2277) was adopted to correct technical errors found after passage. The governor vetoed it on June 26, 1998. The legislature can override a veto with a two-thirds vote in both chambers. On June 30, 1998 the House voted 18–306 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
