The Story

It was introduced on January 7, 1998 and referred to the House Science, Technology and Energy committee. The committee held a public hearing on January 8, 1998. The committee held work sessions on January 21, 1998, January 28, 1998 and February 4, 1998. The majority of the committee recommended that the House pass it with changes unanimously, 18–0. On February 18, 1998 the House voted to pass it with changes on a voice vote. It crossed to the Senate on February 19, 1998 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on April 6, 1998. The committee voted unanimously, 6–0, to recommend that the Senate pass it with changes. On May 7, 1998 the Senate voted to lay it on the table on a roll call 20–4. On June 10, 1998 the Senate voted to kill it on a voice vote.
