The Story

It was introduced on January 7, 1998 and referred to the House Education committee. The committee held a public hearing on January 8, 1998. The majority of the committee recommended that the House pass it unanimously, 15–0. On January 29, 1998 the House voted to pass it on a voice vote, then referred it on to the House Finance committee. The committee held a public hearing on March 3, 1998. The committee held work sessions on March 9, 1998 and March 17, 1998. The majority of the committee recommended that the House pass it with changes by a vote of 17–1. On March 25, 1998 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 9, 1998 and was referred to the Senate Education committee. The committee held a public hearing on May 6, 1998. The committee voted 5–2 to recommend that the Senate pass it. On May 14, 1998 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee voted unanimously, 7–0, to recommend that the Senate pass it with changes. On June 10, 1998 the Senate voted to pass it with changes on a voice vote. On June 10, 1998 the House voted to reject the other chamber's changes. On June 10, 1998 the Senate adopted “Accede to Request for Committee of Conference”. A committee of conference met on June 16, 1998 to try to settle the differences between the two chambers' versions of the bill. On June 18, 1998 the Senate adopted “Conference Committee Report” on a voice vote. On June 18, 1998 the House adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 18, 1998 — the final check of the text before it goes to the governor. The governor signed it on June 26, 1998, making it Chapter 333 of the session laws. It took effect on June 26, 1998.
