HB 1310 (1998)
relative to legislative approval of expenditure of federal and other funds and relative to proportionate share payments for county nursing homes.
- Status: Vetoed, override failed
- Term: 1997-1998
- House committee: Finance
- Senate committee: Internal Affairs
- Subject: State Government
The Story
It was introduced on January 7, 1998 and referred to the House Finance committee. The committee held a public hearing on February 11, 1998. The majority of the committee recommended that the House pass it with changes by a vote of 13–9. On March 5, 1998 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 19, 1998 and was referred to the Senate Internal Affairs committee. The committee held a public hearing on April 23, 1998. The committee voted 4–3 to recommend that the Senate pass it. On June 10, 1998 the Senate voted to pass it with changes on a voice vote. On June 10, 1998 the House voted to reject the other chamber's changes. On June 10, 1998 the Senate adopted “Accede to Request for Committee of Conference”. A committee of conference met on June 15, 1998 to try to settle the differences between the two chambers' versions of the bill. On June 18, 1998 the Senate adopted “Conference Committee Report” on a voice vote. On June 18, 1998 the House adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 18, 1998 — the final check of the text before it goes to the governor. The governor vetoed it on June 26, 1998. The legislature can override a veto with a two-thirds vote in both chambers. On June 30, 1998 the House voted 185–140 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
