The Story
It was introduced on January 7, 1998 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on January 13, 1998. The committee held work sessions on January 20, 1998 and January 27, 1998. The majority of the committee recommended that the House pass it by a vote of 12–6. On February 18, 1998 the House voted to pass it on a voice vote, then referred it on to the House Finance committee. The committee held a work session on March 9, 1998. The committee voted 14–3 to recommend that the House pass it. On March 19, 1998 the House voted to pass it on a voice vote. It crossed to the Senate on March 26, 1998 and was referred to the Senate Executive Departments and Administration committee. The Senate withdrew that referral and sent the bill to the Internal Affairs committee instead. The committee held public hearings on May 21, 1998 and May 28, 1998. The committee voted unanimously, 5–0, to recommend that the Senate kill it. On June 4, 1998 the Senate voted to kill it on a voice vote.
