The Story

It was introduced on January 7, 1998 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on January 8, 1998. The committee held work sessions on January 20, 1998, January 27, 1998 and February 10, 1998. The majority of the committee recommended that the House pass it with changes unanimously, 17–0, and the report was placed on the consent calendar. On February 18, 1998 the House voted to pass it with changes. It crossed to the Senate on February 19, 1998 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 19, 1998. The committee voted unanimously, 4–0, to recommend that the Senate pass it. On May 7, 1998 the Senate voted to pass it, then referred it on to the Senate Finance committee. The committee voted unanimously, 7–0, to recommend that the Senate pass it. On May 21, 1998 the Senate voted to pass it on a voice vote. The bill was enrolled on June 4, 1998 — the final check of the text before it goes to the governor. The governor signed it on June 15, 1998, making it Chapter 170 of the session laws. It took effect on July 1, 1998.
