The Story
It was introduced on January 7, 1998 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on January 14, 1998. The committee held work sessions on January 20, 1998 and January 29, 1998. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 10–7. On February 18, 1998 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee held a work session on March 4, 1998. The committee voted unanimously, 17–0, to recommend that the House pass it, and the report was placed on the consent calendar. On March 19, 1998 the House voted to pass it. It crossed to the Senate on March 26, 1998 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on April 23, 1998. The committee voted 4–2 to recommend that the Senate kill it. On May 7, 1998 the Senate voted to pass it on a voice vote. The bill was enrolled on May 21, 1998 — the final check of the text before it goes to the governor. The governor signed it on June 2, 1998, making it Chapter 107 of the session laws.
