The Story

It was introduced on January 7, 1998 and referred to the House Municipal and County Government committee. The committee held a public hearing on February 11, 1998. The majority of the committee recommended that the House pass it with changes unanimously, 15–0, and the report was placed on the consent calendar. On March 5, 1998 the House voted to pass it with changes. It crossed to the Senate on March 5, 1998 and was referred to the Senate Public Affairs committee. The committee held a public hearing on April 29, 1998. The committee voted 6–1 to recommend that the Senate pass it with changes. On June 10, 1998 the Senate voted to pass it with changes on a voice vote. On June 10, 1998 the House voted to reject the other chamber's changes on a voice vote. On June 10, 1998 the Senate adopted “Accede to Request for Committee of Conference”. A committee of conference met on June 15, 1998 to try to settle the differences between the two chambers' versions of the bill. On September 24, 1998 the House voted to kill it and bar the subject for the rest of the term on a voice vote.
