The Story
It was introduced on January 7, 1998 and referred to the House Wildlife and Marine Resources committee. The committee held a public hearing on February 3, 1998. The committee held work sessions on February 11, 1998 and February 17, 1998. The majority recommended that the House pass it with changes, and the minority recommended that the House study it after the session ends, by a vote of 9–1. On March 19, 1998 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 26, 1998 and was referred to the Senate Wildlife and Recreation committee. The committee held a public hearing on May 7, 1998. The committee voted 6–1 to recommend that the Senate pass it with changes. On May 21, 1998 the Senate voted to pass it with changes on a voice vote. On June 4, 1998 the House voted to reject the other chamber's changes on a voice vote. On June 10, 1998 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 15, 1998 to try to settle the differences between the two chambers' versions of the bill. On June 18, 1998 the Senate adopted “Conference Committee Report” on a voice vote. On June 18, 1998 the House adopted “Conference Committee Report”. The bill was enrolled on June 18, 1998 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2280) was adopted to correct technical errors found after passage. The governor signed it on June 26, 1998, making it Chapter 312 of the session laws. It took effect on June 26, 1998.
