It crossed to the Senate on February 12, 1998 and was referred to the Senate Public Affairs committee. The committee held a public hearing on April 8, 1998. On June 10, 1998 the House voted to reject the other chamber's changes on a voice vote. On June 10, 1998 the Senate adopted “Accede to Request for Committee of Conference”. A committee of conference met on June 16, 1998 to try to settle the differences between the two chambers' versions of the bill.
