The Story
It was introduced on January 7, 1998 and referred to the House Election Law committee. The committee held a public hearing on January 13, 1998. The majority of the committee recommended that the House pass it unanimously, 17–0, and the report was placed on the consent calendar. On January 29, 1998 the House voted to pass it. It crossed to the Senate on January 29, 1998 and was referred to the Senate Public Affairs committee. The committee held a public hearing on March 18, 1998. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes. On May 14, 1998 the Senate voted to pass it with changes on a voice vote. On May 28, 1998 the House voted to reject the other chamber's changes on a voice vote. On June 10, 1998 the Senate adopted “Accede to Request for Committee of Conference”. A committee of conference met on June 16, 1998 to try to settle the differences between the two chambers' versions of the bill. On June 18, 1998 the Senate adopted “Conference Committee Report” on a voice vote. On June 18, 1998 the House adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 18, 1998 — the final check of the text before it goes to the governor. The governor signed it on June 26, 1998, making it Chapter 307 of the session laws. It took effect on August 25, 1998.
