The Story

It was introduced on January 7, 1998 and referred to the House Public Works and Highways committee. The committee held public hearings on January 12, 1998 and January 13, 1998. The majority of the committee recommended that the House pass it with changes unanimously, 19–0. On February 12, 1998 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee held a public hearing on March 3, 1998. The committee held a work session on March 4, 1998. The majority of the committee recommended that the House pass it with changes by a vote of 13–2. On March 25, 1998 the House voted to pass it with changes on a voice vote. It crossed to the Senate on April 9, 1998 and was referred to the Senate Capital Budget committee. The committee held public hearings on April 29, 1998 and May 20, 1998. The committee voted 7–1 to recommend that the Senate pass it with changes. On June 4, 1998 the Senate voted to pass it with changes on a voice vote. On June 10, 1998 the House voted to reject the other chamber's changes on a voice vote. On June 10, 1998 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 15, 1998 to try to settle the differences between the two chambers' versions of the bill. On June 18, 1998 the Senate adopted “Suspend Rules for conf comm rept”, on a motion by Sen. Barnes. On June 18, 1998 the Senate adopted “Conference Committee Report” on a roll call 20–4. On June 18, 1998 the House adopted “Conference Committee Report” on a roll call 274–20. The bill was enrolled on June 18, 1998 — the final check of the text before it goes to the governor. The governor signed it on June 24, 1998, making it Chapter 223 of the session laws. It took effect on June 24, 1998.
