The Story

It was introduced on January 9, 1997 and referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on January 22, 1997. The committee voted unanimously, 6–0, to recommend that the Senate pass it with changes. On April 3, 1997 the Senate voted to pass it with changes on a voice vote. It crossed to the House and was referred to the House Health, Human Services and Elderly Affairs committee. The House withdrew that referral and sent the bill to the Labor, Industrial and Rehabilitative Services committee instead. The committee held a public hearing on April 22, 1997. The committee held a work session on April 30, 1997. The majority of the committee recommended that the House pass it with changes by a vote of 13–1, and the report was placed on the consent calendar. On May 20, 1997 the House voted to pass it with changes, then referred it on to the House Finance committee. The committee voted unanimously, 20–0, to recommend that the House pass it with changes, and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 28, 1997. On May 28, 1997 the House voted to pass it with changes on a voice vote. On May 29, 1997 the Senate voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 10, 1997 — the final check of the text before it goes to the governor. The governor signed it on June 19, 1997, making it Chapter 279 of the session laws. It took effect on August 18, 1997.
