The Story

It was introduced on January 8, 1997 and referred to the Senate Internal Affairs committee. The committee held public hearings on January 30, 1997 and February 10, 1997. The committee voted 6–1 to recommend that the Senate pass it with changes. On March 27, 1997 the Senate voted to pass it with changes on a voice vote. It crossed to the House on April 2, 1997 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 14, 1997. The committee held work sessions on April 22, 1997 and April 24, 1997. The majority of the committee recommended that the House pass it with changes unanimously, 15–0, and the report was placed on the consent calendar. On May 14, 1997 the House voted to pass it with changes. On May 20, 1997 the Senate voted to agree to the other chamber's changes on a voice vote. An enrolled bill amendment () was adopted on June 10, 1997. These correct technical errors found after passage. The bill was enrolled on June 10, 1997 — the final check of the text before it goes to the governor. The governor signed it on June 20, 1997, making it Chapter 299 of the session laws. It took effect on August 19, 1997.
