The Story
It was introduced on January 8, 1997 and referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on March 4, 1997. The committee voted 5–3 to recommend that the Senate pass it. On April 3, 1997 the Senate voted to pass it on a roll call 15–9. It crossed to the House and was referred to the House Judiciary and Family Law committee. The committee held a public hearing on April 16, 1997. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 13–7. On May 7, 1997 the House voted to pass it on a roll call 206–144. On May 7, 1997 the House failed “Reconsider” on a voice vote. The bill was enrolled on May 22, 1997 — the final check of the text before it goes to the governor. The governor signed it on June 3, 1997, making it Chapter 99 of the session laws. It took effect on January 1, 1998.
