The Story
It was introduced on January 23, 1997 and referred to the Senate Education committee. The committee held a public hearing on March 5, 1997. The committee voted 4–3 to recommend that the Senate pass it with changes. On April 3, 1997 the Senate voted to pass it with changes, then referred it on to the Senate Finance committee. The committee voted 5–1 to recommend that the Senate pass it with changes. On April 24, 1997 the Senate voted to pass it with changes on a voice vote. It crossed to the House and was referred to the House Education committee. The committee held a public hearing on May 6, 1997. On May 7, 1997 the House adopted “Suspend Rules on deadline”, on a motion by Rep. R Wheeler & Burling. The committee held work sessions on May 8, 1997 and May 13, 1997. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 12–9. On May 20, 1997 the House voted to pass it with changes on a roll call 180–165, then referred it on to the House Finance committee. On May 20, 1997 the House failed “Reconsider” on a roll call 152–194, on a motion by Rep. O'Hearn. The committee held a public hearing on May 21, 1997. The majority of the committee recommended that the House pass it with changes by a vote of 11–6. The committee's amendment (1551) was adopted on a roll call 327–25 on May 28, 1997, changing the text of the bill. On May 28, 1997 the House voted to pass it with changes on a roll call 191–161. On May 28, 1997 the Senate voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 10, 1997 — the final check of the text before it goes to the governor. The governor vetoed it on June 18, 1997. The legislature can override a veto with a two-thirds vote in both chambers. On June 25, 1997 the Senate voted 14–10 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
