The Story

It was introduced on January 9, 1997 and referred to the Senate Education committee. The committee held a public hearing on February 5, 1997. The committee voted 5–2 to recommend that the Senate pass it with changes. On February 20, 1997 the Senate voted to pass it with changes on a voice vote. It crossed to the House and was referred to the House Education committee. The committee held a public hearing on March 27, 1997. The committee held work sessions on April 9, 1997, April 17, 1997, April 23, 1997, April 24, 1997, May 1, 1997 and May 7, 1997. The majority of the committee recommended that the House pass it with changes by a vote of 20–1. On May 20, 1997 the House voted to pass it with changes on a voice vote. On May 28, 1997 the Senate voted to reject the other chamber's changes on a voice vote. On May 29, 1997 the House adopted “Accede to Request for Committee of Conference”. A committee of conference met on May 30, 1997, June 3, 1997 and June 5, 1997 to try to settle the differences between the two chambers' versions of the bill. On June 10, 1997 the House adopted “Conference Committee Report” on a voice vote. On June 10, 1997 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 10, 1997 — the final check of the text before it goes to the governor. The governor signed it on June 23, 1997, making it Chapter 334 of the session laws. It took effect on June 23, 1997.
