SB 149 (1997)

relative to the requirements that state agencies administering federal programs may impose on activities of the private sector.

  • Status: Vetoed, override failed
  • Term: 1997-1998
  • House committee: Executive Departments and Administration
  • Senate committee: Interstate Cooperation
  • Subject: Miscellaneous

The Story

It was introduced on January 9, 1997 and referred to the Senate Interstate Cooperation committee. The committee held public hearings on February 11, 1997 and March 18, 1997. The committee voted 3–2 to recommend that the Senate pass it with changes. On March 27, 1997 the Senate voted to pass it with changes on a voice vote. It crossed to the House on April 2, 1997 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 14, 1997. On May 7, 1997 the House adopted “Suspend Rules on deadline”, on a motion by Rep. R Wheeler & Burling. The majority of the committee recommended that the House pass it with changes by a vote of 17–1, and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 20, 1997. On May 20, 1997 the House voted to pass it with changes on a voice vote. On May 28, 1997 the Senate voted to reject the other chamber's changes on a voice vote. On May 29, 1997 the House adopted “Accede to Request for Committee of Conference”. A committee of conference met on June 3, 1997 to try to settle the differences between the two chambers' versions of the bill. On June 10, 1997 the House adopted “Conference Committee Report”. On June 10, 1997 the Senate adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 10, 1997 — the final check of the text before it goes to the governor. The governor vetoed it on June 21, 1997. The legislature can override a veto with a two-thirds vote in both chambers. On June 25, 1997 the Senate voted 14–10 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
