It was introduced on January 9, 1997 and referred to the Senate Public Affairs committee. The committee held a public hearing on January 14, 1997. It crossed to the House on January 29, 1997 and was referred to the House Municipal and County Government committee. The committee held a public hearing on February 4, 1997. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 12–4. On February 12, 1997 the House voted to pass it with changes on a roll call 265–87. On February 13, 1997 the Senate voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on February 13, 1997 — the final check of the text before it goes to the governor. The governor signed it on February 14, 1997, making it Chapter 3 of the session laws. It took effect on February 14, 1997.
