HJR 4 (1997)

urging the United States Congress and the Federal Energy Regulatory Commission to cooperate with state plans to restructure the electric utility industry.

  • Status: Signed into law
  • Term: 1997-1998
  • House committee: Science, Technology and Energy
  • Senate committee: Executive Departments and Administration
  • Subject: Energy and Utilities
  • Chapter law: 75

The Story

It was introduced on January 29, 1997 and referred to the House State-Federal Relations and Veterans Affairs committee. The House withdrew that referral and sent the bill to the Science, Technology and Energy committee instead. The committee held a public hearing on February 18, 1997. The committee held work sessions on March 10, 1997 and March 11, 1997. The majority of the committee recommended that the House pass it with changes unanimously, 18–0, and the report was placed on the consent calendar. On March 18, 1997 the House voted to adopt it. It crossed to the Senate on March 27, 1997 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on April 21, 1997. The committee voted unanimously, 6–0, to recommend that the Senate pass it. On April 30, 1997 the Senate voted to adopt it on a voice vote. The bill was enrolled on May 14, 1997 — the final check of the text before it goes to the governor. The governor signed it on May 21, 1997, making it Chapter 75 of the session laws.
