The Story
It was introduced on May 7, 1997 and referred to the House Municipal and County Government committee. On May 14, 1997 the House adopted “Suspend Rules for hearing”, on a motion by Rep. Metzger. The committee held a public hearing on May 15, 1997. The majority of the committee recommended that the House pass it unanimously, 18–0, and the report was placed on the consent calendar. On May 20, 1997 the House voted to pass it. On May 22, 1997 the Senate voted to lay it on the table on a voice vote. On May 28, 1997 the Senate voted to pass it with changes on a voice vote. On May 29, 1997 the House voted to reject the other chamber's changes. On May 29, 1997 the Senate adopted “Accede to Request for Committee of Conference” on a voice vote. A committee of conference met on June 3, 1997 and June 5, 1997 to try to settle the differences between the two chambers' versions of the bill. On June 10, 1997 the Senate adopted “Conference Committee Report” on a voice vote. On June 10, 1997 the House adopted “Conference Committee Report” on a voice vote. The bill was enrolled on June 10, 1997 — the final check of the text before it goes to the governor. The governor signed it on June 23, 1997, making it Chapter 330 of the session laws. It took effect on June 23, 1997.
