The majority of the committee recommended that the House pass it with changes by a vote of 17–2. On March 12, 1997 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 13, 1997 and was referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on May 6, 1997. The committee voted unanimously, 7–0, to recommend that the Senate pass it with changes. On May 22, 1997 the Senate voted to pass it with changes on a voice vote.
